PetroChina Jingtang LNG Co., Ltd. – Company Profile

PetroChina Jingtang LNG Co., Ltd. (hereinafter referred to as “Jingtang LNG”) was established in September 2012 and is registered in the Caofeidian Industrial Zone of Tangshan City, Hebei Province. It is one of PetroChina’s key liquefied natural gas (LNG) receiving, storage, and regasification–export facilities in the Bohai Rim region. The company is primarily responsible for the operation and management of the Tangshan LNG terminal, with business activities encompassing LNG vessel loading and unloading, tank storage, regasification and export, tanker truck loading, as well as related port‑related and hazardous‑chemical operations. It undertakes seasonal peak‑shaving and emergency supply‑guarantee duties for the Beijing–Tianjin–Hebei region and its surrounding areas, serving as a critical infrastructure supporting regional energy security and clean heating.

The receiving terminal’s production facilities operate continuously, supported by a comprehensive DCS distributed control system, an SIS safety instrumented system, a GDS gas detection system, and an industrial video surveillance and data acquisition platform, all of which place stringent demands on the consistency of station-wide network time and the stability of system operations.

Procurement Products

Beijing Zhongxin Chuang DNTS-9 NTP Network Time Server

Product Detailed Description

DNTS-9 is an industrial‑grade NTP network time server independently developed by Beijing Zhongxin Chuang. It is specifically designed for industrial environments such as energy, petrochemicals, and power, providing a highly accurate and highly reliable unified time‑synchronization reference for the entire network. The device supports dual‑mode satellite signal reception from both BeiDou and GPS, and allows flexible configuration of time‑source priorities, enabling autonomous and controllable management of time‑source selection.

Core Technical Parameters

  1. Satellite reception: Supports multi‑constellation compatibility with BeiDou and GPS, features high‑sensitivity timing antenna signal reception, and is well suited to the obstructed environments typical of industrial plant sites.
  2. Timekeeping Performance: Equipped with a built-in OCXO, it maintains high‑accuracy continuous timekeeping even under satellite loss of lock.
  3. Network Time Synchronization: Supports NTP/SNTP V1/V2/V3/V4 protocols, with multiple independent Ethernet time‑synchronization ports.
  4. Time synchronization accuracy: Within the local area network, terminal time‑synchronization accuracy is at the microsecond level.
  5. Management methods: Built-in web management interface, supporting SNMP network management, remote status monitoring, and fault alarms.
  6. Hardware features: Industrial‑grade wide‑temperature design, excellent electromagnetic interference immunity, and compliance with the stringent operating standards of LNG receiving terminals.
  7. Output interface: Supports on-demand expansion with standard time‑signal outputs such as IRIG‑B and 1PPS, enabling integration with industrial control systems like DCS, SIS, and GDS.

DNTS-9 balances versatility with industrial‑grade compatibility, finding broad application in energy infrastructure such as LNG receiving terminals, oil and gas pipelines, gas distribution stations, refineries, and power plants. It provides a unified, standardized time reference for industrial control systems, security surveillance, and data acquisition platforms.

V. Customer Requirements

  1. The receiving station’s DCS distributed control system, SIS safety instrumented system, GDS gas detection system, industrial video surveillance, data acquisition servers, and other types of equipment all require a unified standard time reference.
  2. LNG receiving terminals are subject to electromagnetic interference and fluctuations in temperature and humidity, necessitating time‑synchronization equipment with robust environmental adaptability to ensure long‑term, continuous, and stable operation.
  3. Supports BeiDou satellite time synchronization, ensuring independent and controllable time sources; when satellite signals are temporarily interrupted, the device can continue to maintain accurate timekeeping.
  4. Compatible with mainstream NTP/SNTP protocols, it seamlessly integrates with the receiving station’s existing industrial network architecture, facilitating subsequent operations and maintenance.
  5. Standardize the time‑keeping baseline to ensure the accuracy of timestamps for production logs, ship‑unloading measurements, fault records, and alarm information, thereby facilitating incident tracing and process‑data analysis.

VI. Solution

In accordance with the production network architecture of PetroChina’s Jingtang LNG Receiving Terminal and relevant industry standards, a Beijing Zhongxin Chuang DNTS‑9 NTP server has been deployed as the terminal’s primary time reference source.

The DNTS‑9 supports multi‑constellation satellite reception for both BeiDou and GPS, with customizable satellite signal priority. Equipped with a self‑developed all‑digital phase‑locked loop (PLL) synchronization algorithm and a built‑in temperature‑compensated crystal oscillator (TCXO) timing unit, it continues to provide precise time services even under abnormal satellite‑signal conditions. The device connects to the internal network via the receiver station’s core switch, delivering unified NTP time‑synchronization services to control systems, monitoring platforms, and IT servers. It also supports multiple management interfaces, including Web and SNMP, enabling remote configuration, real‑time status monitoring, and fault‑alerting for operations and maintenance personnel. The complete solution preserves the existing industrial network architecture, features a short deployment cycle, and ensures compatibility with a wide range of legacy industrial endpoints.

VII. Implementation Outcomes

Following the completion of deployment and commissioning, all network devices and industrial control systems at the receiving terminal have achieved unified time synchronization across the entire network. The timing service operates stably, with time errors meeting the industry standards for LNG terminal automation. A consistent and accurate time reference ensures reliable temporal sequencing of production data, enables clear fault‑event traceability, enhances safety‑production management and control at the receiving terminal, and supports the implementation of digital operations and maintenance practices.
