The Sichuan Provincial Seismological Bureau was established in October 1976. In accordance with the “Regulations on the Functional Allocation, Internal Organizational Structure, Establishment of Affiliated Institutions, and Staffing of the Sichuan Provincial Seismological Bureau” and the “Regulations on the Functional Allocation, Organizational Structure, and Staffing of the Earthquake Monitoring Center Stations of the Sichuan Provincial Seismological Bureau,” the Bureau operates under the dual leadership of the China Earthquake Administration and the People’s Government of Sichuan Province, with the China Earthquake Administration exercising primary oversight. It is classified at the level of a department‑level bureau and, in accordance with the law, performs administrative functions related to earthquake prevention and disaster reduction within its jurisdiction. The DNTS-9S network time server, developed by Beijing Zhongxinchuang Technology Co., Ltd., is an intelligent, high-precision NTP network time server. The DNTS-9S obtains standard time information from the BeiDou system and provides standard time services over the network via NTP/SNTP or other network protocols. Devices in the network that require time synchronization, such as personal computers, servers, and controllers, can synchronize with international standard time.

When the receiver and other available time sources are all out of service, the DNTS‑9S relies on its built-in temperature‑compensated crystal oscillator to maintain accurate timekeeping and continuously provides time services. Its proprietary all‑digital phase‑locked loop technology and adaptive tuning algorithm deliver superior timekeeping stability and more precise time dissemination.

In addition to serving as a primary‑level network time‑synchronization device, the DNTS‑9S can also function as a secondary‑level time server, enabling more effective time synchronization in large‑scale network environments.
