I. Project Name

Shanxi Yingkang Yisheng General Hospital NTP Network Time Synchronization System (Clock Server) Procurement Project

II. Duration of Cooperation

2026 (project delivery).

III. Introduction to Shanxi Yingkang Yisheng General Hospital

Shanxi Yingkang Yisheng General Hospital is located in Yuncheng City, Shanxi Province. It is a modern Grade III Class A general hospital under the Haier Greater Health ecosystem brand “Yingkang Yisheng,” integrating medical care, emergency services, education, scientific research, preventive healthcare, and rehabilitation. The hospital traces its origins to Yuncheng First Hospital, founded in 2005; it adopted its current name in 2022 and was granted Grade III Class A accreditation in 2024.

The hospital occupies 300 mu of land, with a total floor area of approximately 250,000 square meters and 1,500 authorized beds. It comprises 43 clinical departments and 14 medical technology departments, employing over 1,400 staff members, including more than 1,200 health‑care professionals. The hospital has successfully passed assessments for its Chest Pain Center, Atrial Fibrillation Center, Heart Failure Center, Cardiac Rehabilitation Center, and PCCM standardized construction. It serves as a teaching hospital for Shanxi Medical University, Changzhi Medical College, and other institutions, and is among the earliest internet hospitals established in Shanxi Province. Furthermore, it has achieved Level 4 certification in the national electronic health record system’s functional application, with comprehensive deployment of HIS, LIS, PACS, EMR, CIS, and other information systems.

As a key medical institution in the Yellow River Golden Triangle region, the hospital steadfastly upholds the principle of “everything for the health of the people” and is committed to providing patients with comprehensive diagnostic, therapeutic, and health-management services throughout their entire life cycle.

IV. Purchased Products

The products procured for this project are the DNTS-9 NTP network time server (clock server) manufactured by Beijing Zhongxinchuang Technology Co., Ltd. The DNTS-9 is a core device for time synchronization in network environments, with the following main functions and features:

  • Multi-source time synchronization: Supports GNSS satellite time synchronization via BeiDou, GPS, and other systems, and is compatible with a variety of ground-based time sources, including IRIG‑B, NTP/PTP, and 1PPS+ToD. Priority levels for multiple sources can be configured flexibly.
  • Local timekeeping: Equipped with a built-in temperature-compensated crystal oscillator or a rubidium atomic clock timing unit, it can continue to provide continuous time services even when satellite signals are unavailable.
  • Network Time Synchronization: Provides NTP/SNTP network time synchronization services, achieving client‑side synchronization accuracy of 0.03–2 ms (typical) in LAN environments and supporting access from hundreds of thousands of clients.
  • Interfaces and Capacity: Offers multiple Ethernet interfaces (expandable to over ten), with robust NTP throughput, capable of meeting the demands of large-scale campus networks.
  • Centralized Monitoring: Paired with the DNTS-Manager monitoring platform, it supports interfaces such as SNMP and Syslog, and provides role-based access control, real-time status monitoring, and alerting.
  • Wide-ranging applications: The product has been deployed across multiple sectors, including government, finance, telecommunications, power, transportation, industry, and healthcare.

V. Customer Requirements

As hospital informatization continues to advance, the number and complexity of information systems at Shanxi Yingkang Yisheng General Hospital have steadily increased, giving rise to a clear need for a unified, accurate, and traceable time reference.

  • System Coordination: Systems such as HIS, LIS, PACS, EMR, and CIS are deployed across disparate networks and platforms, necessitating a unified time reference to ensure operational coordination and data consistency.
  • Compliant Timestamp: Electronic health records, physician orders, laboratory and imaging reports, and other clinical documents require accurate timestamps to meet regulatory requirements such as tiered protection standards and electronic health record rating criteria.
  • Clinical safety: The temporal consistency of monitoring, surgical, and various medical devices is directly linked to clinical quality control and incident tracing.
  • Internet and medical consortium operations: Internet hospitals and urban medical consortia place heightened demands on the reliability and traceability of time synchronization.
  • Operational manageability: We aim to implement centralized monitoring of the entire network’s time sources and synchronization status, thereby mitigating operational risks caused by time discrepancies.

VI. Solution

In light of the hospital’s current network infrastructure and operational requirements, this project adopts the following approach:

  • Unified Time Synchronization Core: Deploy the DNTS-9 NTP network time server on the hospital’s core network to serve as the hospital-wide unified time source.
  • Multi-source redundancy: By integrating multiple reference sources—Beidou and GPS—and leveraging a local timing unit, continuous time synchronization is maintained even when external signals are unavailable.
  • High-availability design: Core nodes are deployed in a redundant configuration to enhance the continuity and reliability of the time‑synchronization service.
  • Comprehensive Coverage: Provides unified NTP/SNTP time synchronization for information systems such as HIS, LIS, PACS, EMR, and CIS, with access configured according to hospital campuses and business segments.
  • Visualized Operations and Maintenance: DNTS-Manager enables unified time‑based monitoring across the entire network, anomaly alerting, and time‑synchronization log auditing, helping operations personnel promptly track synchronization status.

VII. Implementation Outcomes

Upon completion of the project, the following outcomes were achieved:

  • Time Synchronization: Achieves unified clocking across the hospital’s major information systems, keeping time discrepancies within a controllable range and reducing coordination issues caused by time inconsistencies.
  • Compliance Support: The timestamp consistency of electronic health records, laboratory test results, and other data has been enhanced, providing a temporal foundation for both classified protection and electronic health record rating.
  • Clinical Assurance: Provides a consistent time reference for monitoring, surgical procedures, and related medical equipment, facilitating event tracing and quality control.
  • Operations Efficiency: Time‑synchronization service status is visualized, with timely alerts for anomalies, reducing the costs of manual inspections and troubleshooting.
  • Scalability: The solution boasts strong scalability, enabling seamless support for future campus expansions and the integration of new business systems.
